The Justice Initiative Promotion Fund (EU JULE JIFF), commonly referred to as the JIFF Fund, constitutes one of the two integral components of the "Strengthening Law and Justice in Vietnam" project (EU JULE), which receives financial support from the European Union. Its core objective is to actively contribute to the reinforcement of the rule of law in Vietnam through the establishment of a reliable and accessible justice system.
In this regard, the JIFF Secretariat and Oxfam in Vietnam extend a cordial invitation to organizations with a vested interest to submit their grant applications for the fourth round of funding, in accordance with the following guidelines:
Topic: Strengthening access to law and justice for vulnerable groups, especially for women, children, ethnic minorities and the poor in Vietnam (comprehensive instructions for proposed Initiative content are provided in the accompanying invitation).
Eligibility criteria for applicant organizations: The applying organization must be legally registered and operational within Vietnam, adhering to the regulations stipulated by Vietnamese law. It should possess a minimum of 36 months of practical experience up until the submission deadline, demonstrating recognized activities in the legal field aimed at facilitating access to justice for Vietnamese citizens. Organizations that have successfully completed previously funded initiatives by the JIFF Fund, aligning with relevant areas of operation and maintaining compliance throughout the implementation process, are also eligible to apply for this funding round.
Implementation locations: The proposed Initiatives must be implemented within one or more of the following provinces or cities: Hanoi, Hoa Binh, Nghe An, Quang Binh, Ho Chi Minh City, and Dong Thap. It is not mandatory for the applicant organization to have its headquarters located within these specific regions.
The allotted timeframe for implementing the Initiative is set at 12 months.
Regarding the funding amount for each Initiative, it is required that all proposed projects have a minimum budget of 50,000 Euros and a maximum budget of 75,000 Euros. These amounts correspond to an equivalent range of 1,278,376,750 VND to 1,917,565,125 VND based on the Inforeuro exchange rate as of February 2023. Proposal Form: The Initiative Proposal should be completed in Vietnamese using the provided form. Applicants are requested to submit the soft copy of the proposal via email to quyjiff@oxfam.org or send a hard copy to the JIFF Secretariat at the following address: No. 22, Le Dai Hanh, Hai Ba Trung District, Hanoi, before 17:30 on March 17, 2023.
Review of Initiatives: The Secretariat will conduct a preliminary assessment of the proposals to ensure their validity. Eligible applications will be thoroughly evaluated and selected by an independent funding review board, following the Grant Approval Criteria endorsed by the Project Steering Committee. The final list of organizations awarded funding will be considered and approved by the Project Steering Committee based on the recommendations of the funding review board.
