On the morning of March 7, 2023, an information seminar was conducted in Hanoi for the 4th Call of the Justice Initiatives Facilitation Fund (JIFF). The seminar saw active participation from more than 50 individuals representing various entities, including the Ministry of Justice, the Ministry of Home Affairs, law firms, legal offices, universities, social organizations, and socio-political organizations.
During the seminar, several questions related to budget design methods, local implementation strategies, and budgetary norms were addressed by the speakers. Here are a few notable highlights that can assist organizations in their preparation:
"Alongside adhering to the guidelines, frameworks, and legal policies set forth by the Communist Party of Vietnam, it is crucial for the submitted proposals to be tailored to the local context, addressing the needs of the local community and being based on their demands," emphasized Mr. Pham Quang Tu, Deputy Director of Oxfam in Vietnam, representing the JIFF Secretariat.
Ms. Nguyen Thi Tuyet Mai, a senior expert from the Ministry of Home Affairs, highlighted the significance of the participation of law firms and law offices during the seminar. She viewed their interest as an encouraging sign. However, as these firms cannot solely own a proposal, she emphasized the importance of their collaboration with qualified entities such as associations, social organizations, socio-political organizations, and educational institutions in order to jointly design comprehensive proposals.
Ms. Tuyet Mai acknowledged that while law firms possess strong legal expertise, not all of them are proficient in designing social development projects. Conversely, many social organizations may lack the capacity to provide legal aid. Therefore, she emphasized that cooperation between these entities can be mutually beneficial, leveraging the strengths of each side to create effective and well-rounded proposals.

The Justice Initiatives Facilitation Fund (JIFF) has officially opened the fourth grant call themed: "Enhancing access to law and justice for disadvantaged and vulnerable groups, especially women, children, ethnic minorities, and poor people".
The JIFF Secretariat and Oxfam in Vietnam would like to invite appropriate organizations to submit their Justice Initiatives Proposals before 5:30 p.m., March 17, 2023, in soft copy via email: quijiff@oxfam.org; or send a hard copy to JIFF Secretariat, Oxfam in Vietnam, No. 22, Le Dai Hanh, Hai Ba Trung District, Hanoi.
The Justice Initiatives Facilitation Fund (JIFF), managed by Oxfam in Vietnam, is one of two components of the project "Strengthening the Law and Justice in Vietnam" (EU JULE) funded by the European Union, to contribute to strengthening the rule of law in Vietnam through an accessible and reliable justice system.
