The Role
To ensure effective supports for the program and partners to achieve the goal of sustainable development and climate resilience; To advocate for policy, knowledge, attitude and practice change to help achieve Oxfam’s strategic change objectives.
Programme Officer is not attached to a single project or to a specific donor, the person should be ready to work for different projects at same or different times. He/she is expected to provide support for project’s monitoring, evaluation, accountability and learning (MEAL); and technical and management support for climate change related projects.
- Contract: Fixed term, 2 years with possible extension (depending on funding availibility and performance)
- Reporting to: Senior programme manager
- Based in: Hanoi with frequent travel .
Key responsibilities:
- Responsible for developing/updating project’s MEAL system, and work with partners to conduct baseline surveys, progress monitoring, project learning and contribution to project reports.
- Ensure the project MEAL system is functioned to provide inputs for project management and implementation.
- Ensure internal and external reporting is done as per the agreed timeline and requirements
- Contribute to the annual planning and budgeting of the assigned projects
- Support partners in programme/project development and implementation through technical support on climate change related issues i.e. climate change mitigation and adaptation, climate resilience, disaster risk reduction, etc. participatory community engagement, develop and maintain relationship with local partners and authorities.
- Contribute to build capacities of partners, enterprises and relevant stakeholders on climate change related topics
- Contribute to writing programme learning documents, case studies, blogs, video clips and take part in policy advocacy for good practices, lessons, processes of the programme.
- Actively network with relevant working groups, government agencies to develop and implement joint initiatives and advocacy events at local or/and national level(s).
- Act as Oxfam’s representative at provincial or/and national(s) level as required;
- Ensure the linkages and coherence of the assigned projects to the broader Oxfam in Vietnam’s sustainable livelihood and climate resilience strategy
- Contribute to create synergy with other components or projects/program of Oxfam in Vietnam, such as private sector engagement, SME development, women economic empowerment and gender justice, etc
- Ensure implementation of Oxfam’s and donor’s (where relevant) operational policies, procedures and guidelines in all aspects of Oxfam’s work.
Skills, experience and knowledge
Essential
- University degree/post graduate, preferably in climate change related subjects, natural resource management, agriculture/forestry, economics, etc.
- Knowledge and experiences in project/programme’s monitoring, evaluation and learning
- Knowledge of development issues and familiarity with innovative approaches to address the related problems.
- Knowledge of climate change issues and related themes is a plus
- Sound experience in project management and negotiation with participatory approaches.
- Sound experience in resource management, e.g. finance, assets.
- Practical knowledge and experience of projects design, fund raising, report writing, developing training and IEC materials, advocacy and inter-agency networking and coordination.
- Good analytical thinking skills and abilities to influence others.
- Good social and intercultural skills.
- Good written and spoken English and Vietnamese.
- Good computer skills (writing and spreadsheet programmes).
- Willingness to travel to remote areas of Vietnam.

- Be able to work across boundaries and enable cooperation among different groups/actors;
- Be able to work under pressure in response to changing needs.
