- To lead the overall workplan/budgeting and oversee all project implementation including management and provision of supports to partners at national and local levels
- To maintain good relationship with key stakeholders and project partners

- To build synergy and linkages with other projects and programmes of Oxfam in Vietnam

BUDGET RESPONSIBILITY: N/A
KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)
- Manage the overall project implementation including project planning and budgeting, identifying and maintaining direct contacts with partners, monitoring and supporting partners in project implementation and their organizational capacity development, and overseeing project financial management.
- Advises on the technical content in the project planning and implementation;
- Be responsible for identifying, organizing, facilitating and if needed monitoring the capacity building processes for partners and other stakeholders in the project.
- Facilitate the development and actively engage in a network of organizations working on issues of private sector engagement
- Leads the lesson learning and knowledge sharing among project team and relevant stakeholders;
- Initiate and maintains good relations with key stakeholders and project partners;
- Provides quality assurance for the interventions;
- Ensures the mainstreaming of gender sensitivity and social inclusion in the project implementation;
- Liaises with the donor and is responsible for project reporting.
- Manages and supervises project staff;
- Reports to the Project Leader and Project Advisory Team;
- Ensure the linkages and coherence of the in-charged project to the broader Oxfam in Vietnam programme
- Ensure implementation of Oxfam’s operational policies, procedures and guidelines (especially gender equity, child protection, safe programming) in all aspects of Oxfam’s work.
- Represent, network and communicate Oxfam positions when appropriate to institution, government, national and local organizations as required
EXPERIENCE, KNOWLEDGE & COMPETENCIES
ESSENTIAL
- University degree, preferably Master degree on environment, energy, media & communication or other related fields.
- Substantial working experience with sustainable development Vietnam, environmental protection, sustainable energy development
- Substantial knowledge and experience about project management, including experience and skills in planning, developing, managing and monitoring development programmes/projects (including design, capacity building, partnership management, fund raising, report writing, monitoring and evaluation, knowledge management, advocacy, inter-agency networking and coordination etc.); Experience in resource management e.g. people, finances, assets.
- Strong experience in relationship building and working with multi stakeholders, especially national and local government agencies, Private Sector, Media, University
- Strong conceptual, analytical and strategic thinking; Ability to analyse development context and driving factors; Ability to ‘think politically’ by understanding motivations, pressures and challenges faced by different actors; Ability to influence others.
- Ability to demonstrate an openness and willingness to learn about the application of Oxfam gender mainstreaming framework, women’s rights and diversity to all aspects of development work.
- Good communications, presentation and facilitation skills; High level of written and spoken English and Vietnamese.
- Good social and intercultural skills.
- Good computer skills (writing and spreadsheet programmes).
- Willingness to travel to remote areas of Vietnam.
