A component of the EU’s JULE programme
EU Justice and Legal Empowerment Programme, or EU JULE is a partnership between the EU and the Government of Viet Nam being jointly implemented by UN agencies and Oxfam, in collaboration with Ministry of Justice, the Supreme People’s Court, the Supreme People Procuracy, the Ministry of Public Security, the Viet Nam Lawyers’ Association, the Viet Nam Bar Federation, and others. EU JULE aims to strengthen the rule of law through a more reliable, trusted and accessible justice system.
Objectives
The Justice Initiatives Facilitation Fund of the EU Justice and Legal Empowerment Programme in Vietnam, or JIFF, aims to increase access to justice for vulnerable groups in Vietnam through a program of grant-making to social organizations linked to capacity development, networking and evidence-based research for national-level policy dialogue through a combination of grants and technical assistance.
The specific objective is to increase access to justice for vulnerable groups, particularly women, children, ethnic minorities, and poor people. The project’s four key results include:
- Increased public awareness and understanding of legal rights and how to exercise them;
- Increased access to legal advice, assistance, and representation in administrative, civil, and criminal matters;
- An improved enabling environment and regulatory framework for legal empowerment and access to justice;
- Enhanced integrity, transparency and accountability in the justice sector.
- Social organizations and networks in northern, central, and southern Vietnam receive 64 JIFF grants on priority topics related to the four key results.
- A minimum of 48 social organizations and networks in six focus provinces deliver better quality legal services, undertake more effective, evidence-based advocacy, and become more effective organizations.
- Networking and collaboration among at least 50 social organizations and policymakers facilitates evidence-based dialogues on JIFF priority topics and increases transparency and accountability in the justice sector.

Key results
- 63 social organizations and networks received JIFF grants on priority topics in the justice sector.
- 257,012 people participated in awareness raising and capacity building on legal rights.
- 14,784 people received legal advice or assistance.
- At least 4,500,000 people benefited from research, media outreach, and advocacy activities.
