This voluntary manual provides an overview of principles, steps, and recommendations to support organisations, groups, and individuals that engage in humanitarian relief activities to in make effective humanitarian and relief decisions for each specific natural disaster context in Vietnam.
The manual should be used only for humanitarian and charitable relief work in natural disasters; it does not include rescue work. Epidemic and pandemic response work can also apply these steps but will have to strictly follow health regulations and principles of pandemic response, and disease prevention and control.
This guide was compiled by Dang Van Tao, an expert in this field, and Oxfam in Vietnam’s humanitarian team, drawn from knowledge and experience of Oxfam and other organisations. This document is a voluntary guide, not a mandatory process.
