The Rights to Information Law is one of the essential laws of any country. Its implementation will have positive effects on state agencies, citizens, and the business sector, such as increasing the efficiency of state governance and strengthening the relationships and trust between citizens, businesses and the state agencies. It enhances the legal compliance of involved stakeholders. The contribution and monitoring role of civil society organizations and citizens which promote the law's implementation is also important.
The Vietnam National Assembly passed the Law on Access to Information on April 6, 2016, and it officially came into effect on July 1, 2018. This law has significantly concretized citizens' rights, as stipulated in Article 25 of the 2013 Constitution and the Human Rights Conventions and Treaties signed by Vietnam.
In 2021, the Center for Education Promotion and Empowerment of Women (CEPEW), Forest Land Alliance (FORLAND), Mining Coalition, Clean Water Coalition, and Oxfam in Vietnam carried out the third annual assessment of the implementation of the Law on Access to Information.
The purpose of the assessment was to update the legal documents relating to ensuring citizens' right to information issued from March 2020 to September 2021 and compare the changes in the implementation of the law with the previous assessments. On that basis, the research team proposes recommendations for more effective implementation of this law.
