THE PROGRAMME: WPF is a part of The EU – Vietnam Women-Led Green Partnership Program with the overall objective is “Women in all their diversity influence decision-making processes on climate change and environmental conservation policies and actions in Viet Nam” and specific objective is “Improved access to decent jobs and entrepreneurship opportunities in the green economy and the circular economy for women in all their diversity”.
Under that framework, WPF provides small funding for eligible organisations to implement Women-led green initiative that contribute to two main outputs (1) Strengthened technical, operational, and networking capacities of gender-responsive and environmentally sensitive NSAs to implement initiatives in the field of climate change adaptation and mitigation, disaster risk reduction, environmental protection, sustainable agriculture, sustainable forestry, responsible consumption and production practices, and gender equality; and (2) Increased public and private sector financing mechanisms for MSMEs, owned or managed by women, including women’s informal business gender bonds.
JOB PURPOSE: The Programmes & Grant Manage (PGM) will manage the project team as well as directly to implement some part of the programme to ensure effective delivery of WPF through provision of high-quality overall management of project cycle from planning, implementation, Monitoring & Evaluation, to documentation of project results and learning.
Team matrix structure: the post holder works under management of the Head of program / Deputy national director cum WPF’s team leader in close coordination and in consultation with a senior team consisting of a MEL specialist, a communication and media specialist and directly to manage the team including program officer, program finance officer and program administrative officer.

KEY RESPONSIBILITIES
Programme management
- Provide overall management of day-to-day implementation of the programme; oversee the entire grants contracting process, coordinating, tracking and monitoring of grant data and metrics, and ensure grantee compliance and support within the entire programme toward achievement of agreed objectives.
- Leading to ensure overall quality assurance and risk management of the programme, monitor closely against deliverables and to manage the agreement of any changes to those, and report those.
- Coordinate the team and take final responsibility on programme activities planning and design based on the agreed overall programme framework.
- Monitoring of overall project funds - projecting cost to achieve each deliverable, regularly reviewing, ensuring a multi-year project financial picture. Ensure internal financial management and that of sub-contractors satisfy Oxfam and donor requirements.
- Supervise and contribute to the co-ordination of programme cross-cutting issues; and ensure the provision of technical support, capacity building and advice to partners on organisation development, communications, media, gender mainstreaming, conflict resolution/ consensus building, fund raising and fund management; ensure innovation and learning are fully embedded in the support provided.
- Coordinate and take final responsibility to write report to donor and relevant stakeholders (if required).
- Coordinate the development of policy briefs and documentation of lessons learned
- Represent the programme at appropriate internal and external events when assigned by team leader.
Program implementation
- Together with Program officer and other team members to take direct support, monitoring and evaluation of some grantees in the programme’s portfolio.
- Establish and facilitate multi-stakeholders’ cooperation bringing together WPF grantees, provincial authorities and other stakeholder.

EXPERIENCE, KNOWLEDGE & COMPETENCIES
ESSENTIAL
- Master’s degree in law, public policy, development or/and management.
- Minimum 10 years of work experience in senior programme management role.
- Minimum five years of practical experience with grant management.
- Demonstrated knowledge and experience to work on comprehensive development program. Having knowledge and experience in gender equality and green development, climate change, environmental and disaster risk management is an advantage.
- Strong conceptual, analytical and strategic thinking; ability to analyse development context and driving factors.
- Demonstrated knowledge and experience to work with various stakeholders, especially social organisations, association and mass organisations; and cooperation with the local authorities at provincial level, Ministry of Agriculture & rural development (MARD) and Ministry of Natural resources & environment (MONRE).
- Substantial experience in contributing to policy processes (including policy formulation and policy implementation). Experience of supporting and facilitating multi-stakeholder platforms for sharing experience and collective action.
- Proven experience and skills in strategic planning in a development context.
- Practical knowledge and experience of project design, report writing, developing training materials, networking and coordination.
- Sound experience in managing and monitoring development projects, including partnership management.
- Sound understanding of and high agility in working in complex structures internally and externally
- Sound experience in capacity building and good facilitation skills.
- Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities.
- Ability to demonstrate an openness and willingness to learn about the application of gender/gender mainstreaming, women's rights, and diversity for all aspects of development work.
- Outstanding social and intercultural skills.
- High level of written and spoken English.
- Good computer skills (writing and spreadsheet programmes).
- Willingness to travel frequently and to remote areas of Vietnam
