Key responsibilities:
Funding role:
- Contribute to the country income plan and the budget planning processes, according to agreed Oxfam processes, by assisting the country team in planning, development and submission of competitive, high quality concept papers, donor proposals, and budgets.
- Coordinate the funding activities in country, checks if activities are in line with the (agreed) annual income plan and promote joint funding between the programmes.
- Support the management of funding processes according to Oxfam fundraising standards, quality control of funding processes and communications.
- Co-ordinate processes for Oxfam to respond to key funding opportunities in country.
- Support senior institutional funding coordinator in the management of a portfolio of existing donor contracts to ensure compliance with donor requirements; ensure reports are of good quality and submitted on time; analyse and provide advice to staff on the funding policies and requirements of different donors, seek advice and input from Oxfam International and Oxfam affiliate offices as needed.
- Ensure sign-off of donor proposals, reports and contracts within delegations and according to agreed Oxfam processes.
Programme role:
- Contribute to the annual planning and budgeting of the projects/programme.
- Responsible for implementation of Monitoring, Evaluation, Accountability and Learning (MEAL) framework of the assigned projects, and work with partners for conducting baseline surveys, progress monitoring events, contributing to progress reports and final reports. Support partners in program/project development and implementation through technical advice on participatory community engagement, develop and maintain relationship with local partners and authorities.
- Contribute to build capacities of partner organizations to conduct participatory analysis and planning.
- Contribute to writing programme/projects learning documents, case studies, blogs, video clips and take part in policy advocacy for good practices, lessons, processes of the programme.
- Ensure internal and external reporting is done as per the agreed timeline and requirements.
- Actively network with relevant government agencies, CSO partners, and others’ to develop and implement joint initiatives and advocacy events at local or/and national level(s).
- Ensure implementation of Oxfam’s and donor’s (where relevant) operational policies, procedures and guidelines in all aspects of Oxfam’s work.
- Work in close collaboration with other Oxfam teams, contribute to the development and implementation of Oxfam fundraising, influencing and programme strategy Vietnam.
Skills, experience and knowledge
Essential
- University degree/post graduate, preferably in Business Management, International Development, social studies or related field
- Knowledge of development issues and familiarity with innovative approaches to address the related problems.
- Knowledge of development issues, particularly of Governance issues and related themes
- Sound experience in project management and negotiation with participatory approaches.
- Sound experience in managing and monitoring development projects, including partnership management.
- Good proposal writing skills (in English and Vietnamese) and familiar with processes of responding to funding opportunities, familiar with policies and requirement s of different donors.
- Good social and intercultural skills.
- Good written and spoken English and Vietnamese.
- Good computer skills (writing and spreadsheet programmes).
- Willingness to travel to remote areas of Vietnam.

- Be able to work under pressure in response to changing needs.
