The "Frequently Asked Questions" document consists of answers to questions related to the Second Call for Proposals under the Project Supporting Women led Green Transition Initiatives (PWG), compiled by the PWG Project Management Board through (i) the Information Sharing Workshop on the Second Call for Proposals held in Hanoi (May 5, 2026), and (ii) questions sent to the project mailbox vnm.pwg@oxfam.org before 24:00 on May 15, 2026.
The questions are grouped into the following main content categories:

Theme of the second grant call: To contribute to improved livelihoods, decent job creation, and the enhanced role of women in sustainable agriculture and the circular economy, in ways that are responsive to local conditions and climate adaptation needs.
The sub-themes of the grant Initiatives include:
Sub-theme 1: Increase economic value in order to improve livelihoods, income generation, and strengthen the economic empowerment of women in all their diversity through the development, piloting, and scaling up of sustainable agriculture and circular economy models.
Sub-theme 2: Create sustainable jobs for local people, especially women, by expanding access to green finance and suitable loans for MSMEs, particularly those owned or managed by women in sustainable agriculture and the circular economy
- Sub-theme 3: Promote women's participation, leadership, and voice in monitoring and contributing to the implementation, review, and development of policies related to sustainable agriculture, green transition, circular economy, and MSME development
- Please note: The proposed Initiative must include activities related to AT LEAST 02 of the above sub-themes.
Eligible applicants: Vietnamese organizations that are legally established and operating under the provisions of Vietnamese law, with at least 36 months of experience in the development field as of the time of submitting the Initiative (in case the organization is transformed, changes its registration of operation or the organization owner from a previously established organization, a specific written explanation is required to prove the validity of at least 36-month operating experience).
Eligible entities for receiving grants are specified in Point 3, Article 2 of Decree No.313/2025/ND-CP dated December 08, 2025 of the Vietnamese Government:
- Socio-political organizations, socio-political-professional organizations, social organizations, socio-professional organizations, scientific and technological organizations, social funds, and charitable funds legally established in accordance with the provisions of Vietnamese law on associations, scientific and technological organizations, social funds, and charitable funds;
- Social enterprises that receive aid to achieve the goal of solving social and environmental problems;
- Public non-business units that are partially funded by the Government budget for their operating costs.
Current grantees from the first phase are welcome to apply for this call for proposals. Government agencies and public non-business units fully funded by national budget, enterprises (except social enterprises) and international organizations are NOT eligible to apply directly.
Initiative proposed by a group: Initiatives may be submitted by a group of two or more eligible organizations. In this case, group Initiatives must demonstrate communication and consultation between partners to clarify the roles of each party and nominate an eligible organization to act as the lead applicant (see Appendix 3).
Location for implementation: Initiatives must be implemented in one or more of the following provinces/cities: Lao Cai, Tuyen Quang, Hue City, Danang, Ca Mau and An Giang. Initiatives focusing on contributing to national-level policy must include research and consultation activities in one or more of these provinces or cities. The submitting organization does not necessarily have to be headquartered in these provinces or cities.
Time for implementation of initiative: 12-15 months.
Budget for each initiative:Maximum EUR60,000 equivalent to VND1,814,759,100 according to exchange rate in April 2026 (source: https://commission.europa.eu/funding-tenders/procedures-guidelines-tenders/information-contractors-and-beneficiaries/exchange-rate-inforeuro_en).
Please note that:
- Counterpart Funding/Matching Fund: The Project does not require partners to provide mandatory financial counterpart funding to implement the Initiatives; however, this is highly encouraged to enhance resources and overall effectiveness. If counterpart funding is provided, the applicant must clearly state the contribution amount and provide supporting documents or commitments to demonstrate feasibility.
- Public servants currently receiving 100% of their salary from the state budget are NOT eligible to receive salaries, allowances, or wages from the PWG Initiative budget.
Initiative proposal template: Initiative proposals should be documented in Vietnamese following the template (see Appendix 1). Grant applicants should submit the completed softcopy to the email address: vnm.pwg@oxfam.orgOR submit the completed hard copy to the PWG Project Management Unit, Oxfam in Vietnam to address No 22, Le Dai Hanh Street, Hai Ba Trung District, Hanoi before 24:00 June 12, 2026. The email title or document cover must clearly state: “PWG Grant Application – [Organization Name]”.
Application Requirements
- Cover Page: The application must include a cover page listing all attached documents. This list will be used to cross-check against the Checklist of Required Documents provided in the "Guidelines for Initiative Proposals."
- Submission Notes: If submitting via email, all documents for each Initiative must be sent in a single email and submitted only once. We will not accept any revised or supplementary documents after the initial submission.
Assessment of Initiatives: Initiatives will be initially filtered by the PWG Project Management Unit, Oxfam in Vietnam based on eligibility. After that, eligible Initiatives will be assessed by the Grant Committee based on the approved Initiative Quality Evaluation (see Appendix 2).
