Oxfam Novib is looking for a qualified candidate who will be taking the Programme Officer under the EU Justice and Legal Empowerment Programme – Phase II (EU JULE – Phase II), Oxfam in Vietnam has been selected to implement the Justice Initiatives Facilitation Fund – Phase II (EU JIFF II).
The objective of the project is to ensure that women, children, and other vulnerable groups in the focus provinces benefit from enhanced efficiency and quality of judicial public services, including legal information, legal assistance, and alternative dispute resolution mechanisms.
The project aims to achieve three key results:
- Quality sub-grants that increase access to justice and protect the rights of vulnerable people are awarded and successfully delivered.
- Improved technical and management capacity of awarded grantees and their staff to successfully implement sub-grants.
- Enhanced multi-stakeholder networking and partnerships to share experiences and contribute to policy and legislative development.
Programme Officer (PO) will work in a team that directly support Oxfam partners and beneficiaries to implement the Justice Initiatives Facilitation Fund, phase 2 (EU JULE JIFF II)
KEY RESPONSIBILITIES:
Program management and implementation:
- Contribute to the annual planning and budgeting of the programme.
- Monitor programme spending, review financial reports prepared by JIFF grantees, and facilitate audits of fund usage.
- Contribute to writing programme learning documents, case studies, blogs, video clips and take part in policy advocacy to promote good practices, lessons and processes from the programme.
- Implement and review Monitoring, Evaluation, Accountability and Learning (MEAL) framework of the programme, and contribute to baseline surveys, progress monitoring events, producing progress reports and final reports.
- Ensure internal and external reporting is completed in accordance with agreed timeline and requirements.
Capacity building and supporting partners:
- Contribute to building the capacity of JIFF grantees in legal aid, awareness raising, research and advocacy.
- Work with JIFF grantees to assess training needs, develop training curriculum in line with Oxfam and other tested training materials, facilitate training sessions and follow up with impact of the training.
- Support partners in program/project development and implementation through technical advice on justice sector-related issues, develop and maintain relationship with local partners and authorities in JIFF focus provinces.
Stakeholder engagement:
- Actively network with relevant government agencies, working groups to develop and implement joint initiatives and advocacy events at local or/and national level(s).
- Act as Oxfam’s representative at provincial or/and national(s) level as required;
- Ensure implementation of Oxfam’s and donor’s (where relevant) operational policies, procedures and guidelines in all aspects of Oxfam’s work.
- Take lead in one or more programmatic themes (to be agreed with line manager); Support other Oxfam teams in integration of your programme issues in their work and facilitate learning activities to strengthen capacities among Oxfam team.
- Work in close collaboration with other Oxfam teams, contribute to the development and implementation of Oxfam strategy and programmes in Vietnam.
EXPERIENCE, KNOWLEDGE & COMPETENCIES
Essential:
- University degree/post graduate, preferably in law, social science or/and management.
- Knowledge of development issues and familiarity with innovative approaches to address the related problems.
- Knowledge of Governance issues and related themes, especially public administration reform from right-based perspectives.
- Sound experience in project management and negotiation with participatory approaches.
- Sound experience in resource management, e.g. finance, assets.
- Practical knowledge and experience of projects design, fund raising, report writing, developing training and inter-agency networking and coordination.
- Sound experience in managing and monitoring development projects, including partnership management.
- Good social, intercultural skills and good analytical thinking skills and abilities to influence others.
- Good written and spoken English, Vietnamese and good computer skills (writing and spreadsheet programmes).
- Willingness to travel to project sites in different provinces.
