JOB PURPOSE:
To work directly with Oxfam’s beneficiaries and partners to overcome poverty and suffering; To advocate and campaign for policy, knowledge, attitude and practice change to help achieve Oxfam’s strategic change objectives.
Programme Officer is not attached to a single project or to a specific donor, the person should be ready to work for different projects at same or different times. He/she is expected to gain thematic expertise but this does not mean working on one single project or type of projects.
ROLE REPORTS TO

KEY RESPONSIBILITIES:
- Develop monthly, quarterly, and annual plans and budgets of the assigned projects in consultation with the relevant stakeholders.
- Support partners in program/project development and implementation through technical advice on decent work/livelihood-related issues in food value chains, develop and maintain relationship with national/ regional and local partners and authorities.
- Contribute to build capacities of partners, enterprises, and beneficiaries on relevant topics such as occupational safety and health (OSH), gender-transformative social protection, inclusive business, sustainable livelihood, women economic empowerment, etc. in agri-food value chains.
- Work closely with partners, enterprises, and beneficiaries to assess training needs, develop training curriculum in line with Oxfam and other tested training materials, facilitate participatory training sessions and follow up with impact of the training.
- Contribute to writing/capturing assigned project learning documents, case studies, video clips and take part in sharing and promoting good practices and lessons within Oxfam and with external stakeholders.
- Actively contribute to fundraising activities of the programme.
- Implement and review Monitoring, Evaluation, Accountability and Learning (MEAL) framework of the programme, and work with partners for conducting baseline surveys, progress monitoring events, producing project reports, ensure internal and external reporting is done as per the agreed timeline and requirements.
- Monitor project spending, review financial reports prepared by partners, and facilitate auditing of fund usage.
- Actively network with relevant working groups, government agencies to develop and implement joint initiatives at local or/and national/ regional level(s).
- Act as Oxfam’s representative at provincial or/and national(s) level as required.
- Ensure the linkages and coherence of the assigned projects to the program strategy and broader Oxfam in Vietnam’s country strategy.
- Contribute to create synergy with other components or project/program of Oxfam in Vietnam such as gender equality, private sector engagement, inclusive value chain development, climate resilience, etc.
- Ensure implementation of Oxfam’s and donor’s (where relevant) operational policies, procedures, and guidelines in all aspects of Oxfam’s work.

EXPERIENCE, KNOWLEDGE & COMPETENCIES
ESSENTIAL
Key Selection Criteria
- University degree/postgraduate, preferably in social science or/and management.
- Substantial knowledge on related fields such as decent work, sustainable livelihood, inclusive value chain development, and familiarity with innovative approaches to address the related problems.
- Sound experience in project lifecycle management, resource management, e.g. finance, assets, and partnership development & management.
- Experience working in remote or difficult areas, preferably with marginalized and vulnerable people.
- Good knowledge and experience of project design, monitoring and evaluation, reporting, developing training and IEC materials, inter-agency networking and coordination.
- An active commitment to promoting gender equity and the interests of marginalized people in all aspects of an organization’s work.
- Demonstrated proficiency in working within complicated contexts with sensitivity and understanding.
- Good analytical thinking skills and abilities to influence others.
- Good communications, presentation, and facilitation skills
- Good social and intercultural skills.
- Good written and spoken English and Vietnamese.
- Good computer skills (writing and spreadsheet programmes).
- Willingness to travel to remote areas of Vietnam.
