Enhancing the Export Competitiveness of Vietnamese Small and Medium Enterprises in Spice, Fruit and Vegetable Sub-Sectors (SFV-Export)

Hanoi, May 6, 2022: Oxfam in Vietnam and the Vietnam Confederation of Trade and Industry (VCCI) organize a workshop to kick off the project "Enhancing the Export Competitiveness of Vietnamese Small and Medium Enterprises in Spice, Fruit and Vegetable Sub-Sectors (SFV-Export), funded by the European Union (EU).

Overview of the workshop

The project will be implemented in two years from 2022 to 2023, in order to strengthen the export capacity to the European market for SMEs in the spice and vegetable industry, thereby contributing to increasing Vietnam's position in the global supply chain value.

The Free Trade Agreement between Vietnam and the European Union (EVFTA) has expanded export opportunities for Vietnamese agricultural products as import taxes are abolished for most items, thus creating an outstanding advantage in terms of trade price. The total export value in 2020 is 855 million EURO, up 8% compared to that in 2019. Although the export opportunity to the European market is great, Vietnam's spice and vegetable industry currently accounts for less than 1% of the total import price of these goods from Europe.

Challenges for spice and vegetable businesses when they want to export to Europe can be named as strict technical standards on food safety and traceability; lack of information on needs, market tastes, and channels to reach European customers; brand recognition of Vietnamese spices and vegetables in the European market is not competitive enough; as well as the capacity and general voice of the industry is not strong.

The SFV-Export project supports businesses in the spice and vegetable value chain including exporters, suppliers of exporters, and other businesses in the industry through five core groups: intensive technical support to help businesses comply and be certified to meet European recognized food safety standards such as IFS, BRC, and Fairtrade certification; support marketing and developing markets activities, provide information on the market and connect businesses with potential partners from the European market; digitalize technical support and trade promotion on a specialized digital platform; support to improve policies and good practices related to workers, gender equality and environmental protection; promote multi-party cooperation to improve industry capacity and promote Vietnamese agricultural products to the European market.

In particular, the project will build and operate an advanced digital platform to provide fully and regularly updated market information, creating opportunities for Vietnamese businesses to connect with European customers. At the same time, the project promotes digital transformation support for businesses in supply chain management, corporate governance, marketing, and commerce.

“We hope that more and more Vietnamese enterprises will meet international standards for export. In addition to standards on production methods and products that are safe for the health of consumers, producers, and the natural ecosystem, standards such as Fairtrade have strict requirements for policies and practices of businesses in ensuring gender equality, a sustainable environment, and benefits for employees. We are striving towards oriented standards to achieve the highest goal of sustainable development and ensure the interests of producers. In addition to supporting standard practices in the above areas, Oxfam will connect multiple parties from state regulatory agencies, industry associations, and businesses in its global production and supply chain of spices, and vegetables", said Ms. Vu Thi Quynh Hoa, Country Director of Oxfam in Vietnam.

Ms. Nguyen Thi Lan Anh, General Secretary, Vietnam Federation of Trade and Industry, Head of the Vietnam Domestic Advisory Group (DAG) in the EVFTA Agreement emphasized: "The fruit, vegetable, and spice industry is among the top industries that enjoy preferential tariffs from the EVFTA when exporting to the EU. In addition to meeting the technical requirements related to food safety and hygiene, the fruit and vegetable industry needs to pay attention to implementing and improving the contents (TO BE ADDED) to ensure compliance with regulations and recommendations on Trade and Sustainable Development of the Agreement if they want to export to the EU and benefit from EVFTA”.

The project "Enhancing the Export Competitiveness of Vietnamese Small and Medium Enterprises in Spice, Fruit and Vegetable Sub-Sectors (SFV-Export) is funded by the European Union, supported by Oxfam in Vietnam and the Vietnam Chamber of Commerce and Industry cooperates to implement, together with the accompaniment of State management agencies, professional organizations on quality standards, trade promotion, Vietnamese business associations and European enterprises.

Tăng cường năng lực xuất khẩu cho doanh nghiệp nhỏ và vừa trong ngành hàng gia vị, rau quả Việt Nam

Hà Nội, ngày 6/5/2022: Tổ chức Oxfam tại Việt Nam cùng Liên đoàn Thương mại và Công nghiệp Việt Nam (VCCI) tổ chức Hội thảo khởi động dự án “Tăng cường năng lực xuất khẩu cho doanh nghiệp vừa và nhỏ (DNNVV) trong ngành hàng gia vị, rau quả Việt Nam”/SFV-Export, do Liên minh Châu Âu (EU) tài trợ.

Dự án được triển khai trong hai năm 2022 – 2023, nhằm tăng cường năng lực xuất khẩu vào thị trường Châu Âu cho các DNNVV trong ngành hàng gia vị, rau quả, từ đó, góp phần nâng cao vị thế của Việt Nam trong chuỗi giá trị toàn cầu.

Hiệp định Thương mại Tự do giữa Việt Nam và Liên minh Châu Âu (EVFTA) đã mở rộng cơ hội xuất khẩu cho nông sản Việt Nam, khi thuế nhập khẩu được bãi bỏ với hầu hết các mặt hàng, tạo lợi thế vượt trội về giá bán. Tổng giá trị xuất khẩu năm 2020 là 855 triệu EURO, tăng 8% so với năm 2019. Dù cơ hội xuất khẩu vào thị trường Châu Âu rất lớn, ngành hàng gia vị, rau quả Việt Nam hiện chiếm chưa đến 1% tổng giá trị nhập khẩu các mặt hàng này của Châu Âu.

Thách thức đối với các doanh nghiệp gia vị, rau quả khi muốn xuất khẩu sang Châu Âu có thể kể đến các tiêu chuẩn kỹ thuật khắt khe về an toàn thực phẩm, truy xuất nguồn gốc; thiếu thông tin về nhu cầu, thị hiếu thị trường và kênh tiếp cận khách hàng Châu Âu; nhận diện thương hiệu các mặt hàng gia vị, rau quả Việt Nam tại thị trường Châu Âu chưa đủ sức cạnh tranh; và năng lực, tiếng nói chung của ngành hàng chưa mạnh.

Dự án SFV-Export hỗ trợ các doanh nghiệp trong chuỗi giá trị ngành hàng gia vị, rau quả bao gồm các doanh nghiệp xuất khẩu, nhà cung cấp của các doanh nghiệp xuất khẩu, và các doanh nghiệp khác trong ngành thông qua năm nhóm hoạt động chính: hỗ trợ kỹ thuật chuyên sâu giúp doanh nghiệp tuân thủ và được chứng nhận đáp ứng các tiêu chuẩn an toàn thực phẩm do Châu Âu công nhận như IFS, BRC và chứng nhận Fairtrade; hỗ trợ hoạt động marketing, phát triển thị trường, cung cấp thông tin về thị trường và kết nối doanh nghiệp với các đối tác tiềm năng từ thị trường Châu Âu; số hóa các hỗ trợ kỹ thuật và xúc tiến thương mại trên nền tảng số chuyên biệt; hỗ trợ cải thiện chính sách và thực hành tốt liên quan đến người lao động, bình đẳng giới và bảo vệ môi trường; thúc đẩy hợp tác đa bên để nâng cao năng lực ngành và quảng bá nông sản Việt Nam vào thị trường Châu Âu.

Đặc biệt, Dự án sẽ xây dựng và vận hành một nền tảng số tiên tiến nhằm cung cấp đầy đủ, thường xuyên thông tin thị trường cập nhật, tạo cơ hội để doanh nghiệp Viêt Nam kết nối với khách hàng Châu Âu. Đồng thời, Dự án cũng đẩy mạnh hỗ trợ doanh nghiệp chuyển đổi số trong quản lý chuỗi cung ứng, quản trị doanh nghiệp, mar- keting, thương mại.

“Chúng tôi mong muốn ngày càng nhiều doanh nghiệp Việt Nam được công nhận đạt các tiêu chuẩn quốc tế về xuất khẩu. Bên cạnh các tiêu chuẩn về phương pháp sản xuất và sản phẩm đảm bảo an toàn cho sức khỏe người tiêu dùng, người sản xuất và hệ sinh thái tự nhiên, các tiêu chuẩn như Fairtrade yêu cầu khắt khe đối với các chính sách và thực hành của doanh nghiệp trong việc đảm bảo bình đẳng giới, môi trường bền vững, quyền lợi cho người lao động. Hướng tới các tiêu chuẩn định hướng để đạt đến mục tiêu cao nhất là phát triển bền vững và đảm bảo quyền lợi cho người sản xuất. Bên cạnh việc hỗ trợ thực hành tiêu chuẩn trong các lĩnh vực trên, Oxfam sẽ kết nối đa bên từ các cơ quan quản lý nhà nước, các hiệp hội ngành hàng, và các doanh nghiệp trong chuỗi sản xuất và cung ứng toàn cầu của ngành hàng gia vị, rau quả”, bà Vũ Thị Quỳnh Hoa, Giám đốc Quốc gia, tổ chức Oxfam tại Việt Nam chia sẻ.

Bà Nguyễn Thị Lan Anh, Tổng Thư ký, Liên đoàn Thương mại và Công nghiệp Việt Nam, Trưởng Nhóm tư vấn trong nước (DAG) Việt Nam trong Hiệp định EVFTA nhấn mạnh: “Ngành rau quả, gia vị thuộc top đầu ngành được hưởng ưu đãi thuế quan từ hiệp định EVFTA khi xuất khẩu sang EU. Ngoài việc đáp ứng các yêu cầu kỹ thuật liên quan đến VSATTP, ngành rau quả, gia vị cần quan tâm thực hiện tốt, cải thiện những nội dung (TO BE ADDED) để đảm bảo tuân thủ những quy định, khuyến nghị về Thương mại và Phát triển Bền vững của Hiệp định nếu muốn xuất khẩu sang EU và hưởng lợi từ EVFTA”.

Dự án “Tăng cường năng lực xuất khẩu cho doanh nghiệp vừa và nhỏ trong ngành hàng gia vị, rau quả Việt Nam”/SFV-Export do Liên minh Châu Âu tài trợ, được Tổ chức Oxfam tại Việt Nam và Liên đoàn Thương mại và công nghiệp Việt Nam phối hợp thực hiện, với sự đồng hành của các cơ quan quản lý Nhà nước, các tổ chức chuyên môn về tiêu chuẩn chất lượng, xúc tiến thương mại cùng các hiệp hội doanh nghiệp Việt Nam, doanh nghiệp Châu Âu.
