OBJECTIVES
The overall objective of the assignment is to review and update the value chain performance focusing on the inclusiveness aspect of the clam and bamboo value chains in Vietnam, particularly in 5 project provinces. The followings are specific objectives:
· Update and map out key actors involved in the clam and bamboo value chains with an analysis of their relationship, linkages, and roles/functions in the value chains.
· Review and analyze the changes in business practices and relationships amongst key value chain actors toward the inclusive business principles.
· Identify the major constraints and opportunities for strengthening inclusive practices between key actors of clam and bamboo value chains.
· Provide lesson learn and specific recommendations to improve business practices of value chain actors towards inclusiveness in the value chain.
SCOPE OF ASSESSMENT AND KEY CONTENT
Location: The assessment will focus on the following geographical areas:
For clam value chain: Focusing on clam value chain in three provinces in Mekong delta, including Tra Vinh, Tien Giang, and Ben Tre as well as the related main value chain actors and markets in other provinces.
For bamboo value chain: Focusing on the bamboo value chain in two provinces- Nghe An and Thanh Hoa as well as the related main value chain actors and markets in other provinces.
Timeline: 20/9/2022- 25/12/2022
Key contents:
- The study is expected to look at the below issues:
- Provide updated information on clam and bamboo sectors in Vietnam.
- Map out key actors involved in the clam and bamboo value chains with an analysis of their relationship, linkages, and function/roles in the value chains.
- Review and analyze economic issues including money flows, the costs, benefits, profit margin, and their distribution among key value chain actors (e.g. input suppliers, producers, traders, processing companies, etc).
- Review and analyze the changes in business/economic relationships, business practices, and sourcing policy of key value chain actors toward inclusive business principles.
- The average income and profit of households engaging in bamboo and clam production/harvesting.
- Update the change in input supply services (including bamboo seedling and clam breeding) and techniques being used in the production, harvesting, and processing of clam and bamboo products.
- Update status of value chain support services including extension services, transportation, marketing, etc. for clam and bamboo value chain.
- Identify and analyze private sector/government policies and regulations that promote inclusive and sustainable value chain development.
- Identify the major constraints and opportunities for strengthening inclusive practices between key actors of clam and bamboo value chains.
- Provide lesson learn and specific recommendations to improve business practices of value chain actors towards inclusiveness in the value chain.
DELIVERABLES AND TIMEFRAME:
The consultants are expected to deliver the assessment report (max 40 pages, excluding annex) with the below timeline:
· Draft Report: 10/12/2022
· Final Report: 25/12/2022
REQUIREMENTS FOR CONSULTANTS
The consultants should have:
- Master’s degrees in one of the following majors: agriculture economics, economics, business administration, forestry, aquaculture, environment, natural resource management, or other related fields.
- Strong skills and proven experiences in conducting value chain analysis, evaluation, assessment, and survey in the agriculture/forestry/aquaculture sector, familiar with bamboo and or clam sub-sector is an advantage.
- Strong knowledge and understanding of inclusive business, economic and social inclusion, sustainable value chain development, rural economic development, and social issues in forestry, and agriculture/aquaculture sectors in Vietnam.
- Commitment to equal opportunity and gender equality with demonstrated experience in integrating gender and diversity issues into the value chain assessment/study.
- Be committed to and able to meet the deadline.
- Strong analytical skills with both quantitative and qualitative, participatory methods.
- Strong coordination/organization/networking skills and experience in coordinating expert teams.
- Excellent writing skills.
