JOB PURPOSE: To manage the strategy development and implementation of Oxfam’s Fair Finance Project in Vietnam in close co-operation with key actors, to achieve policy, attitude, and practice change of financial institutions and in national laws and regulations towards improved ESG (environment, social and governance) standards in banking finance. Building capacity of CSOs to engage with and influence financial institutions and policy makers on ESG. Build synergy and linkages with other projects and programmes of Oxfam in Vietnam. And engage in and take charge of other projects of Oxfam when assigned.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

  • Lead the process to develop the strategy for Oxfam’s Fair Finance Project in Vietnam,
  • Manage the overall implementation of the Fair Finance Project in Vietnam including project planning and budgeting, identifying and maintaining direct contacts with partners, monitoring and supporting partners in project implementation and their organizational capacity development and overseeing financial management of the project,  
  • Actively engage in discussions with partners and other stakeholders to develop projects that can foster external funding opportunities; Take lead in project related fund-raising activities.
  • Be responsible for identifying, organizing, facilitating and if needed monitoring the capacity building processes for partners and other related stakeholders in the Fair Finance Project.
  • Facilitate the development and actively engage in a network of organizations working on fair finance.
  • Report to the Programme manager Governance unit on the progress made in the project development and implementation; Report to donors where required.
  • In liaison with Knowledge Management & Communications Unit, initiate and facilitate activities concerning knowledge & information management with local partners to strengthen the lessons learned; Support other Oxfam programme and project teams in integration of fair finance and ESG in their work and facilitate learning activities to strengthen capacities among Oxfam team; Lead the development of Monitoring, Evaluation and Learning (MEAL) framework for the project.
  • Ensure the linkages and coherence of the Fair Finance project to the broader Oxfam in Vietnam programme.
  • Create synergy with other components or projects of Oxfam in Vietnam, such as good governance, climate change and just energy transition.
  • Ensure linkage and collaboration with relevant regional and global programs of Oxfam (Fair Finance Asia and Fair Finance International) and others on fair finance and joining regional and cross-country influencing work on fair finance. 
  • Ensure implementation of Oxfam’s operational policies, procedures and guidelines (especially gender equity, child protection) in all aspects of Oxfam’s work.
  • In liaison with Advocacy & Campaign Unit and when assigned, represent and communicate Oxfam’s public policy and advocacy positions on fair finance.
  • Be the focal point on fair finance within Oxfam, with relevant Oxfam HOs, Oxfam knowledge hubs, and beyond Oxfam.
  • Engage in and take charge of other projects of Oxfam when assigned.

EXPERIENCE, KNOWLEDGE & COMPETENCIES

ESSENTIAL

  • University degree/postgraduate, preferably banking finance and ESG (environment, social and governance) standards in banking finance, or human rights and social science related or/and management.
  • Substantial knowledge about fair finance, banking finance, international ESG standards in banking finance and familiarity with innovative approaches to address the related problems in Vietnam, and in the ASEAN as a plus.
  • Substantial working experience with development programs in Vietnam.
  • Experience and skills in doing research/ research management, coordination, planning, developing, managing, and monitoring development programs/projects (including design, capacity building, partnership management, fundraising, report writing, monitoring and evaluation, knowledge management, advocacy, inter-agency networking and coordination etc.); Experience in resource management e.g. people, finances, assets.
  • Strong conceptual, analytical, and strategic thinking; Ability to analyze development context and driving factors; Ability to ‘think politically’ by understanding motivations, pressures, and challenges faced by different actors; Ability to influence others.
  • Good communication, presentation, and facilitation skills; High level of written and spoken English and Vietnamese.
  • Outstanding social and intercultural skills.
  • Good computer skills (writing and spreadsheet programs).
  • Willingness to travel to remote areas of Vietnam.

DESIRABLE

  • Knowledge of Oxfam policies and system
