Consultancy to conduct study on tax and provide support for non-profit organisations (NPOs)

Objective and expected outputs

Objective: The consultancy service package helps increased understanding and compliant tax practices of NPOs.

Expected deliverables:

  • A study report reviewing the tax legal framework regarding NPOs, i.e. (i) assessing gaps in tax regulations, including regulation regarding tax benefits, incentives in giving, and donations, (ii) factors or issues regarding financial management, taxation and NPOs practice.
  • A “Questions and Answers” booklet on Tax and Financial Management for NPOs.
  • Tax audit and advice, from the legal and financial perspectives provided to 2-3 NPOs.
  • Training for a group of approximately 10-15 NPOs (delivered based on the result of the study, using study result and capacity assessment.

Consultant Team

The consultancy will be carried out by a team comprised of two-three consultants including one consultant with a legal background, and one with a tax advisory background.

Oxfam staff will participate in orientation and key moments during the process sessions; provide detailed input and comments on relevant deliverables.

Qualifications:

The Consultant (or Team of consultant) should demonstrate among others, the following qualifications and experiences:

· Have a profound understanding of the Vietnamese tax and related legal system.

· Have profound and insightful knowledge about NPOs and NPO sector;

· Demonstrate analytical legal capacity in relation to NPOs and research capacity on tax issues;

· Demonstrate proven skill in delivering adult training;

· Significant track record of previous similar research, study, training and coaching

· Have at least 10 years of experience in political economy, law, finance, and/or public administration.

Budget:

The applicant consultant (or team) should propose a consultancy proposal, specific methods for each activity and budget with a rate commensurate with expertise and experience as well as other related expenses to complete the task.
